NEW YORK STATE ANNOUNCES PUBLIC FORUMS ON THE OLMSTEAD IMPLEMENTATION PLAN

The 1999 U.S. Supreme Court Olmstead v. L.C. ruling established that states have an obligation under the Americans with Disabilities Act to provide services to individuals with disabilities in the least restrictive setting. To comply with the Olmstead ruling, Governor Cuomo has directed that New York State create a plan for how it will meet the housing, employment, community living, transportation, and other support needs of New Yorkers with disabilities to enable them to live in the most integrated community settings.

Public forums are being held in order to solicit suggestions from individuals with disabilities, families, seniors, advocates and providers of services on ways to improve the delivery of services to people with disabilities and what should be included in the New York State Olmstead Implementation Plan.  The Governor’s press release can be found at Olmstead Media Advisory.  The questions to be addressed by presenters can be found at Olmstead Public Forum Questions.

The first public forums were convened on August 21, 2012 via statewide video conference and August 22, 2012 via public hearing. Details about these and the other scheduled events* are available at www3.opwdd.ny.gov/wp/wp_catalogz2414.jsp.

IT’S NEARLY ANNUAL CONFERENCE TIME

The 2012 CP of NYS Annual Conference will once again take place in Saratoga Springs at the Hilton Hotel and adjacent City Center Convention venue October 22-24. We will again have an outstanding line up of nationally known and highly regarded speakers conducting more than three dozen workshops and educational sessions.

 

 

Conference highlights will also include the Visions of New York display of artwork created by people with disabilities from CP of NYS Affiliates, a film presentation and discussion by the renowned travelling Sprout Film Festival, the CP of NYS Annual Awards Banquet and the Staff Recognition Dinner.

 

There will be some interesting changes to the Conference format this year that we believe will make for a more rewarding and enjoyable experience for everyone. The Conference will begin on Monday, October 22, at 10:30 a.m. with featured speakers from state government on Medicaid and the OPWDD waivers. OPWDD Commissioner Courtney Burke and State Medicaid Director Jason Helgerson have been invited to speak.  For those interested in Education, Valerie Grey and James DeLorenzo have been invited as well.  They will be followed by our featured Luncheon Speaker, Assemblymember Micah Kellner. First elected to the Assembly in 2007, Mr. Kellner has consistently proven himself to be a strong champion for people with disabilities and a true friend of CP of NYS.

 

Monday afternoon continues with several sessions, highlighted by a humorous look at stress reduction and workplace relationships by nationally known presenter John McPherson, creator of Close to Home, the daily one-panel comic strip addressing subjects such as marriage, school, work, health and home life, which runs in nearly 700 newspapers worldwide. The CP of NYS Annual Awards Banquet closes out the first day of the Conference.

 

Tuesday will include sessions on communications and conflict management with Dana Hart, a session on complex care by Doctor Joseph Dutkowsky, sessions on innovative programs conducted by CP of NYS Affiliates, and a panel discussion on presenting a unified and positive message about who we are and what we do. Tuesday evening will feature a celebration of staff and their achievements at the Staff Recognition Dinner.

 

We will conclude Wednesday, October 24 with a 9:00 am presentation by Jesse Saperstein. Mr. Saperstein will layout a painfully accurate, but optimistic account of his life as an adult on the autism spectrum. His is an uplifting story about how sometimes dreams can become reality as a person’s life progresses.

HAPPINESS HOUSE PRE-SCHOOLERS WIN VISIONS OF NEW YORK ART CONTEST

 

A group of 33 pre-school students at Happiness House in Canandaigua has been named “Artist of the Year” by CP of NYS. The Visions of New York Art Contest is open to artists from all CP of NYS Affiliates. The collaborative work entitled “Handprint Farm” will be featured on a limited edition poster containing all 18 pieces submitted by CP of NYS Affiliates. The artists will also be honored at the CP of NYS Annual Awards Banquet on October 22 at the Saratoga Springs City Center.

 

“Handprint Farm” was created by the classes of Happiness House teachers, Jamie McKenna, a Universal Pre-Kindergarten Teacher, and Anna Spoor, a Special Education Teacher. Every aspect of the painting was done with a handprint or a finger print, from the yellow and red border to the blue sky and green grass. Paint brushes were used to darken the paint over the handprints and to create the animals' faces, long tails and small ears.

PHOTOGRAPHY TO BE ON DISPLAY ALONG WITH ARTWORK AT CP OF NYS ANNUAL CONFERENCE

 

Due to the growing number of photography programs in our Affiliates and the success of the Visions of New York Art Contest, we have decided to add a photography exhibition to our annual art exhibition at the CP of NYS Annual Conference in Saratoga Springs.

 

We plan to have a display of photography along with the artwork at the Conference in October, so please make sure that we have permission to publicly display the work and the artist’s name.  We ask that you obtain permission to use any of the photography on our website or in some of our Conference-related materials, including the CP of NYS Annual Report and Conference Program.

 

Please frame your submission to protect it during transit and display.

WILLOWBROOK: FULFILLING THE PROMISE

An all-day conference organized and hosted by the Albany Law School will take place on Friday, November 2nd.  The conference will provide information about the history and impact of the Willowbrook litigation and the changes in the system in the past 40 years.

J. David Seay, CP of NYS General Counsel, will be among the panelists participating in an afternoon session entitled, “Top Five Issues Facing the System Today.”
